System Development Strategy 2024

For over two years, the BDI has been actively involved in the System Development Strategy alongside other stakeholders. The Federal Ministry for Economic Affairs and Climate Action (BMWK) led the initiative, while the German Energy Agency served as the secretariat organizing the participation process.

The System Development Strategy was published in November 2024. The results are now open for public discussion through January 31, 2025. The System Development Strategy is established in the Energy Industry Act as a learning and iterative process.

The strategy paper is divided into the areas of energy demand, energy supply, and infrastructure. The long-term scenarios commissioned by the BMWK form the scientific basis for the System Development Strategy.

Preparations for the 2027 System Development Strategy are underway

In preparation for the 2027 System Development Strategy, the present 2024 System Development Strategy is open for public consultation. Work on the 2027 System Development Strategy is scheduled to begin in the first quarter of 2025. The results of this consultation will serve as the basis and starting point for that effort.

BDI’s Assessment

The BDI has been actively involved in various committees for over two years as part of the System Development Strategy. Industry must and should continue to have a future in Germany—particularly in light of resilience and sustainability.

The strategy paper now states under “Transformation of Industry” that the planning of industrial infrastructure “should allow for flexibility in the technologies used and in the structuring of value chains.” Furthermore, it is explicitly noted that industry must remain internationally competitive: “The availability of new technologies and energy sources within an internationally competitive framework is crucial for a successful transformation.”

The BDI welcomes the fact that the BMWK’s strategy paper focuses on the future viability of Germany as an industrial location.
