Dr. Bärbel Kofler (SPD) is Parliamentary State Secretary to the Federal Minister for Economic Cooperation and Development.

Prior to her appointment in December 2021, she served for six years as the Federal Government Commissioner for Human Rights Policy and Humanitarian Aid. She has been a member of the Bundestag since 2004, where she served, among other roles, as the development policy spokesperson for the SPD parliamentary group and on the Foreign Affairs Committee. Dr. Kofler holds a doctorate in linguistics.
