Chips Act 2.0
The Chips Act 2.0 should be viewed as a tool for ensuring the competitiveness of European user industries. Expanding semiconductor capacity alone is not sufficient to achieve this. It is crucial to effectively combine industrial demand, private investment, rapid implementation, and market-based resilience. From the perspective of German industry, five points are central: legally secure access to ESTI, Strategic Project, and platform instruments, including for EU-based production sites with trustworthy partner country structures; an explicit focus on mature and specialty nodes, advanced packaging, and physical AI; reliable funding through the European Competitiveness Fund; structured industry participation in prioritization, pilot lines, demand accelerators, and project evaluation; and proportionate monitoring and crisis management obligations that do not create new barriers to investment.
BDI-Handlungsempfehlungen zur Hightech Agenda Deutschland
Die Hightech Agenda Deutschland setzt wichtige Impulse in der Forschungs-, Technologie- und Innovationspolitik zur Stärkung unseres Industriestandorts. Durch die gezielte Förderung von sechs definierten Schlüsseltechnologien und zusätzliche Investitionen in fünf strategische Forschungsfelder wird ein wichtiger Beitrag geleistet, um die Wettbewerbsfähigkeit, Wertschöpfung und technologische Souveränität von Deutschland und Europa durch Forschung und Innovation nachhaltig zu sichern. Trotz vielversprechender Ansätze kommt es nun maßgeblich auf die Umsetzung der Agenda an. Es braucht klar definierte Ziele, Verantwortlichkeiten und Erfolgskontrollen. Dazu müssen Politik, Wirtschaft und Wissenschaft miteinander kooperieren und auch Start-ups einbinden. Gleichzeitig sieht die deutsche Industrie weiterhin erheblichen Handlungsbedarf bei der konkreten Ausgestaltung und Umsetzung in den jeweiligen Technologiebereichen.
