In a world of intensifying power competition, Europe’s future will hinge on its ability to act geopolitically while remaining firmly anchored in democratic legitimacy. Trade relations are becoming strategic instruments; economic dependencies turn into security risks. A sovereign Union must learn to articulate its interests clearly, actively shape partnerships, and leverage economic strength as a source of foreign policy influence. This requires internal cohesion: a completed Single Market, less bureaucracy, reliable rules, a vibrant democracy, and a competitive, technologically innovative economy that renews Europe’s industrial base and reduces strategic dependencies. Only then can Europe build resilience, assume global responsibility, and act with confidence among the world’s powers—not as a bystander, but as a shaper. How can the European community of values translate its industrial and technological strength into lasting foreign policy capacity to act?
