Develop and implement a national transportation infrastructure initiative

Germany cannot afford protracted planning and approval procedures for new power lines, heavy-haulage, wind farms, refueling and charging infrastructure, and the refurbishment of dilapidated bridges, waterways, or railways, and must speed up the construction and expansion of infrastructure. To achieve this, long-term funding must be secured.

Charging and refueling infrastructure should, as a general rule, be provided on a self-financing basis. During the current market ramp-up phase, the need for funding should be assessed separately for passenger cars and commercial vehicles, depending on technological maturity, and maintained with the aim of achieving profitability in the near future. To ensure needs-based, nationwide, and proactive deployment, improved framework conditions are needed in addition to a targeted continuation of funding for passenger cars and commercial vehicles. The focus should be on increasing the availability of green energy and land, as well as on removing bureaucratic hurdles—particularly with regard to a simplified, faster application and allocation process for grid connections, reducing the complexity of funding programs, and establishing stable framework conditions for charging infrastructure operation—for example, to avoid retrofitting costs. It is also important to harness the potential of sector coupling through smart and bidirectional charging of electric vehicles.
