Encouraging Modal Shift, Multimodality, and Intermodal Transport

Key components of this effort include, first, upgrading the interfaces between modes of transportation—for example, by expanding intermodal terminals and improving the connections between airports and seaports and the rail network. In addition, significantly increased investment in infrastructure and digitalization is needed across all modes of transport, along with an acceleration of planning and approval procedures.

For rail, the existing cap on track access charges should be maintained, and single-car transport should be strengthened. The rail network must be expanded, digitized, modernized, and rapidly electrified to meet the demands of both passenger and freight transport. General needs regarding alternative propulsion systems and fuels for road transport apply equally to rail, even though the need for these is far less significant in the rail sector.
