Strengthen environmentally and climate-friendly procurement
Environmental considerations have played a role in public procurement for many years. German industry shares the goals of environmental and climate protection and has long supported giving greater consideration to contract-specific green criteria. A 2024 paper by the BDI, which remains relevant today, outlines how existing law can be better utilized to promote environmentally and climate-friendly procurement and identifies areas where legal improvements may be warranted. This is because the role of environmental considerations in public procurement is becoming increasingly important in light of scarce resources.

The BDI shares the goals of environmental and climate protection and has long supported the promotion of sustainable public procurement through greater consideration of contract-related climate and environmental aspects. Resource conservation is an important goal and can be a competitive advantage for companies internationally.
“Strengthening Environmentally and Climate-Friendly Procurement”—the title of the BDI’s position paper says it all. After all, the question of “whether” climate- and environment-related criteria must be mandatorily considered has already been clarified by law and by the highest courts.
To make a constructive contribution toward more “green procurement procedures” in an accessible way, the BDI highlights opportunities that are possible without legislative changes but have so far been underutilized in practice. Everyone should also benefit more from the positive experiences of others. Finally, the paper contains proposals for legal changes that can make an important contribution to moving the issue forward.
In addition, raising awareness, as well as providing training and continuing education for procurement agencies and ensuring they are staffed with sufficient qualified personnel, remain indispensable.
