Draghi Agenda: Is the EU on track in terms of innovation and investment?
With the Draghi Report, Europe’s productivity weakness moved to the center of the competitiveness debate. Two years later, the first signs of progress are visible, particularly in digitalization and the adoption of artificial intelligence. However, a broad-based turnaround in productivity, innovation, and investment has yet to materialize. The key challenge now is to translate announced reforms into tangible results for Europe’s competitiveness.
Commentary on the Leaked Draft of the Regulation on European Standardisation
Ahead of the expected publication of the revised European Standardisation Regulation, the BDI welcomes the objective of making the European standardisation system faster, more inclusive and fit for future technological challenges. However, the leaked draft raises significant concerns regarding the balance of responsibilities between the European Commission and the standardisation community, the preservation of international alignment, and the autonomy of European and national standardisation organisations.
The BDI calls for a balanced reform that accelerates the entire standardisation process, applies binding deadlines consistently to all actors, safeguards the international-first principle, and maintains the market-driven character of the European standardisation system.

National IP Strategy: Intellectual Property as the Key to Innovation and Competitiveness
Intellectual property is increasingly becoming a key competitive factor for innovation hubs. With its planned national IP strategy, the federal government aims to improve the framework conditions for the protection, transfer, and commercial exploitation of innovations and to secure Germany’s technological strength in the long term.
European State Aid Law: New GBER needs to be fit for purpose
The General Block Exemption Regulation (GBER) is one of the most important instruments of European state aid law. It enables Member States to grant a wide range of aid measures directly without requiring prior approval from the European Commission. Since its entry into force in 2014, the GBER has been revised and expanded several times. The latest major amendment in 2023 created additional scope for investments in climate protection, industrial transformation, as well as research and innovation.
The Public Procurement Act: A New Direction for European Public Procurement
With the Public Procurement Act (PPA) presented on 9 September 2026, the European Commission is proposing the most far-reaching reform of European public procurement law in more than a decade. The objective is to make procurement procedures simpler and more digital while using public procurement more strategically as a tool to strengthen Europe’s competitiveness and economic security. From an industry perspective, the proposal offers significant opportunities but also raises questions regarding practical implementation and administrative burden.
State of the European Union Rede: EU muss Wettbewerbsfähigkeit und Resilienz entschlossen stärken
Reducing bureaucracy remains a key issue for German industry
German industry—from publicly traded corporations to medium-sized family-owned businesses—relies on an efficient and straightforward legal framework. Unnecessary bureaucracy costs time and money, hinders innovation, and increases the location disadvantage. Industrial small and medium-sized enterprises, in particular, suffer from the multitude of government regulations, as they often lack the resources to cope with complex requirements. Reducing costly bureaucracy is therefore SME policy in the best sense of the term.

Tax Omnibus Bill as an Opportunity for Genuine Simplification
On June 24, 2026, the European Commission presented proposals to simplify direct taxes (the so-called “tax omnibus”). This was an important signal. Real relief will only come about if overlaps are consistently eliminated and regulations that hinder investment are corrected. The focus is on eliminating duplicate reporting requirements, introducing investment-friendly proposals, and removing national measures that tighten EU requirements. A minimal compromise is not enough.
A New Approach to European Merger Control
In her 2024–2029 Political Guidelines, Commission President Ursula von der Leyen announced a “new approach” to competition policy that is better aligned with common European goals and more conducive to companies expanding into global markets. Against this backdrop, the European Commission is revising its Merger Control Guidelines, which have remained unchanged for about 20 years and form the basis for assessing business mergers.
Tax Omnibus as an Opportunity for Genuine Simplification and the Promotion of Growth and Competitiveness
The European Commission is planning a tax omnibus package for the end of June 2026 to simplify direct taxation. However, real relief will only be achieved if overlaps are consistently eliminated and rules that hinder investment are corrected. Why a minimal compromise is not enough and where urgent action is needed is outlined below.
EU Aviation Strategy
The EU’s aviation sector is a key industry for innovation, security and resilience—it ensures mobility, technological leadership, and climate protection. However, high costs and one-sided regulation threaten the industry’s competitiveness. Decisive measures are now required: fair operating conditions, the promotion of sustainable technologies, and the reduction of red tape to ensure Europe’s future in global competition!
