EU Procedural Law: Uniform Rules for Faster Approvals Up to 90 percent of the requirements in planning and permitting procedures for infrastructure and industrial projects are shaped by environmental law. At the same time, 79 percent of companies cite the complexity of EU and national regulations as a major obstacle. Draft Implementing Regulation Under Article 44(14) of the Packaging and Packaging Waste Regulation (PPWR)
The European Commission is preparing implementing rules for producer registration and reporting under Article 44 of the Euroepan Packging and Packaging Waste Regulation (PPWR). BDI calls for a harmonised, digital and proportionate system: a genuine once-only principle, a common EU-wide core dataset, clearly assigned responsibilities between reporting entities, and a strict separation from Member State reporting under Article 56.

BDI Position on the European Commission Proposal to Revise the EU ETS1
The European Emissions Trading System EU ETS remains a key instrument for achieving climate neutrality. However, the European Commission’s proposed ETS1 revision must better reflect the economic and technical realities of industrial decarbonisation. In our position paper we call for free allocation without new conditionalities to maintain effective carbon leakage protection. Realistic benchmarks and predictable market conditions are needed to ensure that climate ambition can go hand in hand with industrial competitiveness and a resilient European economy.

BDI-Vorschläge zur Steuervereinfachung
Komplexe ertragsteuerliche Regelungen verursachen in der Unternehmenspraxis unnötigen Zeit-, Ressourcen- und Bürokratieaufwand und beeinträchtigen damit die Attraktivität des Standorts Deutschland. Insbesondere beim Optionsmodell, bei der Thesaurierungsbegünstigung, der Gruppenbesteuerung, der Gewerbesteuer, der Forschungszulage sowie im internationalen Steuerrecht und im steuerlichen Verfahrensrecht besteht Verbesserungs- und Vereinfachungsbedarf. Der BDI legt zwölf Vorschläge für praxistaugliche, digitale und rechtssichere Verfahren vor, die Wirtschaft und Finanzverwaltung entlasten, ohne auf aufkommenswirksame Steuerentlastungen zu zielen.

BDI-Stellungnahme zum Referentenentwurf UMoG
Der BDI unterstützt das Ziel, Umweltrecht digitaler, effizienter und investitionsfreundlicher zu gestalten. Die vorliegenden Entwürfe für UMoG und UMoV bleiben jedoch hinter ihrem Modernisierungsanspruch zurück. In seiner Stellungnahme benennt der BDI konkrete Verbesserungsbedarfe für mehr Planungssicherheit, wirksamere Verfahrensbeschleunigung und einen ausgewogenen Umgang mit Daten-, Eigentums- und Umweltbelangen.

Mit dem Aktionsprogramm Natürlicher Klimaschutz – ANK 2.0 will die Bundesregierung die Klimaschutzleistung natürlicher Ökosysteme stärken und die Ziele im Landnutzungssektor erreichen. Der BDI unterstützt das Ziel, die Resilienz natürlicher Ökosysteme zu stärken und deren Beitrag zu Klimaschutz, Biodiversität und Klimaanpassung zu verbessern. Seine Umsetzung muss jedoch mit den Anforderungen einer wettbewerbsfähigen Industrie, einer sicheren Rohstoffversorgung, einer erfolgreichen Energiewende sowie dem Ausbau und Erhalt von Infrastruktur in Einklang gebracht werden.

Eine Vielzahl von Faktoren spielen hier eine entscheidende Rolle, darunter die Sicherheit von Ressourcen, die Erschließung neuer Geschäftschancen, das Risikomanagement, die regulatorischen Anforderungen und das wachsende Interesse von Verbraucherinnen und Verbrauchern, Investorinnen und Investoren und anderen Interessengruppen an der Nachhaltigkeitsleistung von Unternehmen. Der Schutz und die nachhaltige Nutzung der biologischen Vielfalt tragen nicht nur zum langfristigen Erfolg von Unternehmen bei, sondern sind auch entscheidend für die langfristige Nachhaltigkeit und Resilienz unserer Wirtschaftssysteme.

EU-Steueromnibus: Position der Wirtschaft
Die internationale Unternehmensbesteuerung ist zu einem kaum noch beherrschbaren Flickenteppich aus komplexen und inhaltlich überlappenden Regelwerken geworden. Der EU-Steueromnibus bietet die Chance, Doppelregulierungen abzubauen, Quellensteuerverfahren zu vereinfachen und die Rechtssicherheit im Binnenmarkt zu stärken. Die vorgesehenen Entlastungen müssen ambitioniert umgesetzt werden und dürfen nicht durch nationales Gold-Plating verwässert werden. Ziel muss ein einfacheres, verlässlicheres und investitionsfreundlicheres EU-Steuerrecht sein, das Europas Wettbewerbsfähigkeit stärkt und auf neue Belastungen für Unternehmen verzichtet.

Forschung und Transfer als Motor für Deutschlands Industrie
Das Innovationsfreiheitsgesetz ist ein industriepolitisches Wettbewerbsinstrument zur schnelleren Überführung wissenschaftlicher Erkenntnisse in industrielle Wertschöpfung, neue Unternehmen und technologische Souveränität Deutschlands. Viele Maßnahmen, die zur Entfesselung von Innovationshemmnissen führen, lassen sich bereits jetzt untergesetzlich regeln. In dem Papier beschreiben der BDI und die Fraunhofer-Gesellschaft gemeinsam welche Prioritäten die Bundesregierung für die Umsetzung setzen muss.

Nationaler Wiederherstellungsplan (NWP) – mehr Planungssicherheit und Augenmaß benötigt
Der BDI sieht im Entwurf des Nationalen Wiederherstellungsplans (NWP) zur Umsetzung der EU-Verordnung zur Wiederherstellung der Natur (W-VO) erheblichen Nachbesserungsbedarf. Zwar unterstützt die deutsche Industrie die Ziele des Natur- und Biodiversitätsschutzes grundsätzlich, der vorliegende Entwurf bleibt jedoch in vielen Bereichen zu unkonkret und schafft erhebliche Unsicherheiten für Unternehmen und Investitionen.
